Shortage Designation Management System (SDMS)

Published by Bureau of Health Workforce | U.S. Department of Health & Human Services | Catalog Last Checked: September 28, 2026 at 07:59 PM
SDMS is a single, unified web-based system for managing the overall application submission, review, scoring, approval, and processing of shortage designations. Shortage designations convey the need for additional health care professionals. The designation of shortage areas allows HRSA to prioritize and focus of federal funding on areas of highest need. Health Professional Shortage Areas (HPSA) are designated by HRSA as having shortages of primary medical care, dental, or mental health providers, and may be geographic, population, or facility-based. Medically Underserved Areas (MUA) or Medically Underserved Populations (MUP) are designated by HRSA as areas or populations that have limited access to primary care services. HPSAs, MUAs, and MUPs are designated and managed via SDMS.
