RACT_BACT_LAER Clearinghouse (RBLC)
OAR's RACT, BACT, LAER Clearinghouse (RBLC) database summarizes air pollution control technology information from EPA, state, local and tribal air permitting actions across the U.S. The acronyms RACT, BACT and LAER refer to air pollution control technology requirements under the NSR, title V and State Implementation Plan (SIP) programs. RACT stands for Reasonably Available Control Technology and applies to SIP requirements for existing sources in areas that are not meeting the National Ambient Air Quality Standards (i.e., non-attainment areas); BACT stands for Best Available Control Technology and applies to major new or modified sources seeking preconstruction air permits in areas meeting the NAAQS (i.e., attainment areas). LAER stands for Lowest Achievable Emission Rate and it applies to major new or modified sources seeking preconstruction air permits in non-attainment areas. Creation of the RBLC and collection of air pollution control information data is required by CAA Sections 108(h) and 173(d) of the CAA. Air pollution control technology data entered into the RBLC by the air permitting authorities is used by other permitting authorities, source owners and the public in general to inform air pollution control technology selections for future air permit actions. RBLC entries cover air permit actions from the mid-1970's to today.
