Opportunity Zones 1.0 & 2.0
Created in the Tax Cuts and Jobs Act of 2017, Opportunity Zones is a new federal program that provides tax incentives for investments in new businesses and commercial projects in low-income communities. On April 2018, Mayor Bowser nominated 25 census tracts to be Opportunity Zones. The U.S. Department of Treasury certified these tracts on May 18, 2018.In 2025, The One Big Beautiful Bill Act established Opportunity Zones as a permanent fixture in the US Internal Revenue Code and created a new iteration of the incentive program beginning in 2027. In September 2026, DC will nominate 25 census tracts for Opportunity Zones 2.0.
