OHNA Gentrification & Displacement Tool Workbook 2026
This tool is based on the PSU Anti-Displacement and Gentrification Toolkit developed by Dr. Lisa Bates, Dr. Marisa Zapata, and Seyoung Sung at Portland State University. It combines indicators related to income, vulnerability, housing market activity and precariousness, and demographic change to classify census tracts into typologies. The purpose of the tool is to help planners and communities identify where displacement pressure may be emerging, accelerating, or already well underway.
