2024 Enrollment Data by Program and Population The Enrollment Data by Program and Population (Table 2 in the Enrollment Report) displays each state and territory’s number of Medicaid enrollees, and the enrollment by the managed care program type - Comprehensive Managed Care Organization (MCO), Primary Care Case Manager (PCCM), Primary Care Case Management Entity (PCCM Entity), Managed Long-Term Services and Supports (MLTSS), Behavioral Health Organization (BHO), Dental, Non-Emergency Medical Transportation (NEMT), Program of All-Inclusive Care for the Elderly (PACE), and Other. 1. The “Total Medicaid Enrollees” column represents an unduplicated count of all enrollees in FFS and any type of managed care, including Medicaid-only and dually eligible individuals receiving full Medicaid benefits or Medicaid cost sharing. 2. Montana could not provide unduplicated data for their PCCM program. As a result, Montana’s Medicaid enrollment by managed care program type is not reported in Table 2. 3. Tennessee’s 2024 data submission indicated they were unable to provide an unduplicated count of enrollees in their "Comprehensive MCO (with or without MLTSS)" program. As a result, Tennessee's Medicaid enrollment by managed care program type is not reported in Table 2. The column "Comprehensive MCO (with or without MLTSS)" in Table 2 does not include PACE; therefore, we are unable to use the state-reported "Total Medicaid Enrollment in Any Type of Managed Care" as reported in Tables 1 and 4. Notes: "--" indicates the state or territory does not operate a specific program type or does not have a managed care program. “***” indicates the state operated a program of this type in 2024 but was unable to provide an unduplicated count of enrollees for at least one of their managed care programs. Alaska, American Samoa, Connecticut, Guam, Northern Mariana Islands, and the U.S. Virgin Islands do not operate Medicaid managed care programs. For these states and territories, the “Total Medicaid Enrollees” reported in this table is total Medicaid enrollment as of June 1, 2024, from the Medicaid Budget and Expenditure System, accessed on April 23, 2025. Because Medicaid enrollees may be concurrently enrolled in more than one type of managed care program (e.g., a Comprehensive MCO and a BHO), users should not sum enrollment across all program types, since the total would count individuals more than once and, in some states, exceed the actual number of Medicaid enrollees. 2023 Enrollment Data by Program and Population The Enrollment Data by Program and Population table (Table 2 in the Enrollment Report) displays each state and territory’s number of Medicaid enrollees, and the enrollment by the managed care program type - Comprehensive Managed Care Organization (MCO), Primary Care Case Manager (PCCM), Primary Care Case Management Entity (PCCM Entity), Managed Long-Term Services and Supports (MLTSS), Behavioral Health Organization (BHO), Dental, Non-Emergency Medical Transportation (NEMT), Program of All-Inclusive Care for the Elderly (PACE), and Other. 1. Nevada reported a number for total enrollment in “NEMT” that was greater than “Total Medicaid Enrollees” but did not provide an explanation for why this number was greater. 4.
