This data asset contains baseline and endline measures of key institutional partners participating in the Climate Smart, Low Carbon Cities (CSLCC) program. In the begining of the program, the CSLCC team identified technical expertise and stakeholder engagement as core areas of capacity improvement for each city’s local government and technical partners. The baseline assessment was conducted in 2016 through semi-structured and key informant interviews with the main partners in each city. After the interview, the CSLCC team rated each city partner per the capacity areas identified by using the Skill Set Inventory toolkit. The endline assessment was conducted in 2017 through semi-structured interviews and participatory sessions by using the Most Significant Change technique. Then the CSLCC team reviewed the main findings from the interviews and participatory sessions, and gave an endline score of each capacity area to the institutional stakeholders by using the inventory toolkit. The scoring result of each institution served as an endline score and was then compared with its baseline value.
