    The Highway Performance Management System (HPMS) Statewide Summaries table contains demographic and system length estimates for all Urban and Rural public roads, functionally classified as minor collector in rural areas or local in any area, summarized by State. In addition, this dataset contains daily vehicle-miles traveled (VMT) estimates for all public roads located in Small Urban areas, functionally classified as minor collector or local.
