If a Highway Plan line intersects a property, it acts as a building restriction line, prohibiting the creation of new record lots and limiting subdivision. These lines represent "planned" roads, not necessarily existing ones, which the District Department of Transportation (DDOT) uses for planning and managing future infrastructure.
