The origin of the ERIA comes from “El Rescate index of Accountability,” a database linking El Salvador military personnel and units to human rights violations committed during the country’s civil war period (between January 1980 and January 1992).The El Rescate database is static and contains government and rebel forces information as it related to human rights violations. The database is used by USCIS Officers and the Refugee, Asylum and International Operations Directorate (RAIO), RAIO Records Resolution Unit (RRU) for determining eligibility benefits.
