As noted in the proposed rule (FWS-R4-ES-2023-0065), the textual unit descriptions constitute the legal source for determining the critical habitat boundaries. Users of these geospatial data are cautioned to refer to the textual unit descriptions provided in the [proposed/final] rule as the definitive source in determining critical habitat areas.
