In consideration of population equality, the Commission chose to limit the population deviation as close to zero percent as practicable. Per the California Constitution, the Commission strived to nest two Assembly districts where practicable. However, higher ranking criteria made this difficult in practice. While the size of the Senate districts allowed the Commission to recognize broadly shared interests, these interests did not always overlap exactly with the interests of smaller communities recognized in the related Assembly districts.
