Understanding and developing effective management and detection protocols is important for mitigating potentially life-threatening exposure to the American public, wildlife, pets, and livestock. This scoping project identifies current monitoring methods and recommendations for establishing a monitoring program based on current literature. Muli-tiered monitoring approaches will need to be uniquely adjusted to fit each waterbody\u2019s need. A remote sensing approach in conjunction with in situ sampling is recommended for early detection of blooms. Nutrient management programs are recommended for HAB mitigation through partnering with other agencies.
