The dataset includes: 1. Oregon Hexagonal (Hex) Grid: These data depict the 4.05 hectare (10 acre) hexagonal grid used within the NCCOS suitability analysis for siting wind energy areas within BOEM’s Oregon Call Areas. This layer only covers the BOEM Call Areas. 2. Oregon Constraints Suitability Submodel: Incorporates Department of Defense exclusion areas and U.S. Coast Guard Pacific Coast Port Access Route Study (PAC-PARS) fairway zones, representing conflicts with offshore wind development. 3. Oregon Industry and Operations Suitability Submodel: Based on six data layers covering industry and operations. The geometric mean was used to calculate suitability scores, ensuring equal importance across all variables. 4. Oregon Natural Resources Suitability Submodel: Based on fourteen data layers covering natural resources. The geometric mean was used to calculate suitability scores, ensuring equal importance across all variables. 5. Oregon Fisheries Suitability Submodel: Based on nine data layers covering fisheries. The geometric mean was used to calculate suitability scores, ensuring equal importance across all variables. 6. Oregon Wind Suitability Submodel: The Levelized Cost of Energy for 2027 data layer was used to create the wind suitability submodel. The geometric mean was used to calculate suitability scores, ensuring equal importance across all variables. 7. Oregon Final Suitability: Based on thirty data layers covering constraints, industry operations, natural resources, fisheries, and wind logistics. The geometric mean was used to calculate suitability scores, ensuring equal importance across all variables. Grid cells with scores near 0 indicate low suitability, while scores near 1 represent high suitability relative to other grid cells. 8. Oregon High-High Clusters: These data depict the high-high clusters from the NCCOS relative suitability modeling results for BOEM’s Oregon Call Areas. This layer only covers the BOEM Oregon Call Areas. 9. Oregon Wind Energy Areas (aliquots and outlines): BOEM aliquots that overlapped with High-High clusters were selected, and areas less than 55,000 acres were removed, resulting in a total of 617 aliquots being selected. Additional aliquots were included that were fully encircled by the selected aliquots, including four aliquots in the Coos Bay WEA totaling 1,420 acres, and two aliquots in the Brookings WEA totaling 710 acres. The BOEM aliquots within the final Wind Energy Areas were dissolved to create the final Wind Energy Area boundaries. 10. Oregon Combined Suitability - Marine Birds: Incorporates marine bird density and vulnerability metrics, using predicted seasonal density data and weighted sensitivity values to assess potential impacts. 11. Oregon Combined Suitability - NMFS Habitats: These data depict the relative suitability of the NMFS habitat combined data layer. Includes essential fish habitat conservation areas, rocky reef habitats, and deep-sea coral areas, highlighting ecological considerations. This layer only covers the BOEM Oregon Call Areas. 12. Oregon Combined Suitability - NMFS and ODFW Fisheries: Combines data from both NMFS and Oregon Department of Fish and Wildlife (ODFW) on commercial and recreational fisheries, including trawl fisheries, to ensure spatial planning accounts for fisheries' operational needs. 13. Oregon Combined Suitability - NMFS Protected Species: These data depict the relative suitability of the National Marine Fisheries Service (NMFS) protected species combined data layer. Represents protected species listed under the Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA), including Leatherback Sea turtles, Southern Resident killer whales, and Blue whales, to assess compatibility with offshore wind development. This layer only covers the BOEM Oregon Call Areas. 14. Oregon Combined Suitability - NMFS Scientific Surveys: Maps the geographic footprint of NMFS’ scientific survey operations to avoid conflicts with ongoing activities. The archive also includes the BOEM Oregon Call Area Boundary layer delineating the extent of BOEM’s Oregon Call Areas, providing spatial context for all included data layers. Planning and siting for Wind Energy Areas (WEAs) requires thorough synthesis and spatial analyses of critical environmental data and ocean space use conflicts (Kapetsky et al. 2013). This dataset is to aid with visualization of Wind Energy Areas (WEAs) suitability model in Oregon. A gridded relative suitability analysis, commonly used in a Multi-Criteria Decision Analysis (MCDA), was performed to identify the grid cells with the highest suitability for offshore wind development in the BOEM Call Area (Longdill et al. 2008; Radiarta et al. 2008; Gimpel et al. 2015; Bwadi et al. 2019). Spatial data layers included in the suitability analysis identify space-use conflicts and environmental constraints such as active national security areas, maritime navigation, ocean industries, and natural resource management. We utilized a submodel structure to capture ocean use and conservation concerns including natural and cultural resources, industry and operations, fisheries, and wind logistics. Data layers with no compatibility with offshore wind development (e.g., shipping fairways) were captured in the list of incompatible constraints and removed from further analysis due to known incompatibility with offshore wind. The geometric mean was chosen because it grants equal importance to each variable (Bovee 1986; Longdill et al. 2008; Silva et al. 2011; Muñoz-Mas et al. 2012). This model structure ensures that each submodel is given equal representation in the overall suitability model regardless of how many data layers are present in each submodel. A 4.05 ha (10 ac) hexagonal grid was created using Esri’s Generate Tessellation tool for the extents of BOEM’s Oregon Call Areas. 2. For the Oregon Combined Suitability - NMFS Protected Species data layer this was created through collaboration between NOAA’s National Centers for Coastal Ocean Science (NCCOS) and the National Marine Fisheries Service’s (NMFS) West Coast Region (WCR) and Northwest and Southwest Fisheries Science Centers (NWFSC, SWFSC), data layers were developed regarding protected species, i.e., species listed under the Endangered Species Act (ESA) and/or Marine Mammal Protection Act (MMPA), for inclusion in the spatial model developed by NCCOS for BOEM’s OR Call Areas and proposed Wind Energy Area (WEA) designation. This combined data layer contains a subset of highly vulnerable protected species known to occur in the Call Areas exhibiting migratory, feeding or resident behavior and for which adequate spatial data was available. Species included were Leatherback Sea turtles, Southern Resident killer whales, Blue whales, and Mexico and Central America distinct population segments (DPS) for Humpback whales. NMFS provided a high-level overview of the data layers and documentation for the basis of their recommendations provided to NCCOS to be considered by BOEM for inclusion in the suitability analysis. For the Oregon Combined Suitability - NMFS Habitats data layer this was created through collaboration between NOAA’s National Centers for Coastal Ocean Science (NCCOS) and the National Marine Fisheries Service’s (NMFS) West Coast Region (WCR) and Northwest Fisheries Science Centers (NWFSC), data layers were developed regarding habitat for inclusion in the spatial model developed by NCCOS for BOEM’s OR Call Areas and proposed Wind Energy Area (WEA) designation. This combined data layer was developed using the best available data sets to represent the suitability of the habitat in the Call Areas. Five habitat types were selected and include: essential fish habitat conservation areas (EFHCA), rocky reef groundfish habitat areas of particular concern (mapped and probable), deep-sea coral habitat suitability, continental shelf break, and methane bubble streams. For the Oregon Combined Suitability - NMFS and ODFW Fisheries data layer this was created through collaboration with NMFS West Coast Region and Northwest Fisheries Science Center and the Oregon Department of Fish and Wildlife, a combined fisheries data layer was developed for select commercial and recreational fisheries for use in the spatial model developed by NCCOS for BOEM’s OR Call Areas and proposed Wind Energy Area (WEA) designation. Nine fisheries were identified for inclusion into the model including groundfish bottom trawl, at-sea hake mid-water trawl, shoreside hake mid-water trawl, pink shrimp trawl, groundfish fixed gear pot, groundfish longline, commercial albacore, charter albacore, and Dungeness crab pot fisheries. Other fisheries were considered for inclusion, but time constraints and the availability of spatial data prevented inclusion in the model. Data layers were created by combining effort and revenue data into a single ‘ranked importance’ value for grid cells in the Call Areas for each fishery. For the Oregon Combined Suitability - Marine Birds layer this was created through collaboration with NOAA’s National Centers for Coastal Ocean Science (NCCOS), U.S. Geological Survey (USGS), and Bureau of Ocean Energy Management (BOEM), a marine bird importance data layer was developed for inclusion in the spatial suitability model for siting considerations in the Oregon Call Areas. Utilizing existing spatially-explicit model-predicted density data for marine birds in Pacific Outer Continental Shelf (OCS) waters (Leirness et al. 2021; data accessible at the NCEI archive following this link: https://doi.org/10.25921/xqf2-r853), a combined spatial distribution data layer of marine bird density was created for the Pacific OCS Region. A total of 124 seasonal predicted density layers for 30 individual species and 12 taxonomic groups were selected for inclusion. Each species was assigned a vulnerability rating based on its sensitivity to offshore wind development within the Call Areas (Adams et al. 2017; Kelsey et al. 2018). Using a weighted vulnerability metric, a final combined data layer was created for use in the relative suitability model. Each data layer was scored on a 0 to 1 scale, with scores approaching 0 representing low suitability and 1 representing high suitability relative to the other grid cells for offshore wind. Any grid that contained a data layer with a 0 score (i.e., constraints data layer) was deemed unsuitable for offshore wind, and not considered further in the analysis. 8. Suitability scores are presented as categories (“Constrained,” “Low,” “Moderately Low”, “Moderate,” “Moderately High”, “High”) grouped by quantiles of the calculated scores, with all scores of 0 being in the “Constrained” or unsuitable category and represented by the color red. Within the suitability submodel and overall model maps, standardized colors were used to depict categories, with orange representing “Low,” yellow “Moderately Low,” light green “Moderate”, medium green “Moderately High”, and forest green “High” suitability and coinciding with each proportion of quantile values. With all suitability maps, relative categories still represent values ranging from 0 to 1, with the “Low” category representing the lowest quantile of the data, “Moderate” the middle quantile, and “High” the upper quantile. Presenting categories rather than actual suitability scores simplified interpretation of results and provided optimal contrast among categories. Further, distribution of scores varies among the suitability submodels (e.g. number of data layers, score range of data distribution depicted); for example, in one submodel a score of 0.5 could be classified as “High,” while in another submodel or region a score of 0.5 could be “Low” because the scores are relative. Thus, suitability scores among the different submodels should not be compared, as the score is unique to each submodel. 9. The geometric mean of the four submodels (i.e., industry and operations, natural resources, fisheries, and wind) was used to calculate an overall final suitability score. The geometric mean was chosen because it grants equal importance to each variable and provides a non-biased weighting of each submodel as they interact with each other (Bovee 1986; Longdill et al. 2008; Silva et al. 2011; Muñoz-Mas et al. 2012). Furthermore, all data layers and submodels had equal weight within the suitability model. The resulting suitability score is reflective of the planning objective to identify Wind Energy Areas. In the Oregon region, different wind energy opportunities may exist under different objectives or at different scales than considered in this analysis. 10. Following the submodel suitability score analysis, a Local Index of Spatial Association (LISA) analysis, which identifies statistically significant clusters and outliers, was performed on the final relative suitability modeling results (Anselin 1995). All cells with a score of 0 were not included in the cluster analysis, as these areas are unsuitable for wind energy and were not considered further. This included all cells that overlapped with the DOD exclusion area, and the PACPARS fairway zone. The ArcGIS Pro Cluster and Outlier Analysis tool was used to implement the LISA analysis (Esri 2021a). The fixed distance spatial conceptualization used within this analysis allows the identification of localized clusters. The function inputs consisted of an 8,400-m search distance and 9,999 iterations with row standardization and a false discovery rate correction applied. The search distance was chosen as it is representative of a wind facility site of 55,000 acres. The false discovery rate mitigates issues associated with spatial dependency and multiple testing by estimating how many false positives may occur and adjusting the p-value calculation accordingly (Caldas de Castro and Singer 2006; Esri 2021b). Analysis results identified statistically significant clusters at a 95% confidence interval (p ≤ 0.05) of the highest suitable scores (i.e., High-High clusters). 11. BOEM aliquots that overlapped with a High-High cluster were selected, and areas less than 55,000 acres were removed, resulting in a total of 617 aliquots being selected. Additional aliquots were included that were fully encircled by the selected aliquots, including four aliquots in the Coos Bay WEA totaling 1,420 acres, and two aliquots in the Brookings WEA totaling 710 acres. These data represent the final aliquots that make up the Wind Energy Areas from the NCCOS suitability model for the Oregon Call Areas. 12. The aliquots selected in the above step were then dissolved to create an outline for the Wind Energy Areas.
