The USDOT office location layer for the Pipeline and Hazardous Materials Safety Administration (PHMSA) was created by the Bureau and Transportation Statistics (BTS), then approved by a member of the PHMSA. BTS communicated with PHMSA personnel to help understand where the PHMSA regional offices are located, mostly adhering to the offices listed via a map/table/text on PHMSA's website https://www.phmsa.dot.gov/about-phmsa/offices. As a result, a geolocator named ArcGIS World Geocoding Service was used to map the regional offices via their listed address on the website. BTS then performed quality control checks on the point that the geolocator mapped, using Google maps and using ArcGIS Pro (or any geospatial software), moved the point to the actual building if and as needed. To populate the attributes, BTS communicated with the PHMSA to understand the address and contact information for each regional office via their website.
