Data presented here are part of an experimental approach to monitoring selected NOAA-sponsored restoration projects. Data include overhead imagery, ground truth photographs, metadata, summaries, spectral signatures, and GIS map files to: 1) view overhead imagery to assess change over time and 2) relate ground truth images to overhead imagery. Ground truth photographs were taken to: 1) assist delineation of shorelines from imagery, 2) enable identification of changes in land cover via comparison over time, and 3) identify species and document their presence over time. Remote sensing via overhead imagery was used to provide a consistent and repeatable, top-down perspective for making observations of the structural status (e.g., accretion, erosion) of a restoration project. Spectral Signature Information was collected using a hand-held Analytical Spectral Devices (ASD), Inc. field spec pro consisting of three individual spectrometers spanning the 350 - 2500 nanometer wavelength of the electromagnetic spectrum. Louisiana ranks second only to Alaska in total pounds of commercial fish and shellfish landed, accounting for roughly 75 percent of the Gulf of Mexico landings, about 28 percent of the total volume of U.S. fisheries with a value of about $1 billion annually. Over 50,000 people are engaged in wetland dependent fisheries. The Louisiana coast has lost over 1 million acres of wetlands since the 1930s, and that loss is expected to continue into the next few decades. To combat this loss, Congress enacted the Coastal Wetlands Planning, Protection and Restoration Act program (CWPPRA or "Breaux Act"). The Act provides for targeted funds to be used for planning and implementing projects that create, protect, restore and enhance wetlands in coastal Louisiana. It was passed in 1990, and is authorized until 2019. NOAA Fisheries approaches its CWPPRA projects with dual objectives: to stem the loss of coastal wetlands, and to increase fisheries habitat. Certain of these NOAA-Fisheries projects are being monitored with the aid of overhead imagery.
