This dataset maps polygons with attributes for port facilities that handle the liquid bulk commodity. This includes liquid materials that are transferred in bulk as opposed to containerized transport. Liquid bulk is most commonly transferred by three (3) modes of transportation: Truck, Rail or Barge. An intermodal facility is defined as a location where two (2) or more modes of transportation are serviced. Locations included in this dataset represent facilities where bulk liquids do not change state (e.g., refinement, liquefaction, manufacturing, fueling, etc.). Data was sourced from the public domain from March 2023 to November 2023. Prioritization of data collection was put towards collecting data for facility locations serviced by ship or barge. Excluded are Intermodal facilities which include pipelines as that is covered in the NTAD Intermodal Freight Facilities Pipeline Terminals. Note that terminal locations are prone to change ownership. Those found as viable sources meeting authoritative data source requirements in the public domain were compiled to create a list of sources to investigate for possible Intermodal Liquid Bulk Facilities. Prioritization was to collect locations which service barge or ship transloading at port liquid bulk intermodal facilities not including pipeline facilities. Each source contained potential facility locations. Attributes to be included should be determined by minimum completeness by facility type. Each potential location was investigated. Investigation included looking for a public information page which verifies the following: Liquid Bulk is handled at the location AND two (2) or more transportation modes are serviced at the terminal. Facilities that overlap with the NTAD Pipelines intermodal facilities layer were left out of the dataset due to duplication. - Source Data Provenance Identification and Data Model Design - Need to have a high threshold for validation of Liquid Bulk Facilities to include in the layer. Layer Attribution needs to result in an easy to use layer. Source data to use will consider both open data and industry with possible second dataset. Sources included, but are not limited to, World Port Index (WPI), U.S. Army Corps of Engineers (USACE), U.S. Energy information Administration (EIA), Internal Revenue Service (IRS) Fuel Terminals and American Association of Port Authorities (AAPA). Specific Facility web resource direct information on a discovered facility was validated when available. Attributes validated with Subject Matter Experts needs compared with availability of quality, complete source data. - Source Data Acquisition and Extraction - Data used to build this feature class was obtained from the public domain from March to November 2023. Meetings with subject matter experts (SMEs) and source discovery were performed to generate a data schema for this dataset. When the above qualifications were met, all available attributes from the information source were compiled as a new feature in the feature class. Each facility was investigated to determine if it is indeed a liquid bulk intermodal facility. Source links were investigated for verification that the facility offers liquid bulk intermodal services. Verbiage searched for terminal location and visual signatures on maps validated (e.g. storage tanks, array of pipes following pier (port locations), rail yards with pipeline connections, etc.). Attributes were populated from the source where available by following sub links, company websites, brochures, etc. - Data Transformation and Load - Once attributes were collected, geometry was created for the location. Single Geospatial Polygons were created for each facility using QGIS. No Facility Network Integration is included (e.g. Rail or Road Networks). Geometry is a polygon that covers the fenceline of the facility location through visual inspection using multiple imagery sources. Also, where a location is serviced by water, the polygon was extended into the water to account for mooring location of shipping vessels and width of plausible ship (~50-100ft). Polygons were validated for overlap and lines were snapped using GIS toolkits. Facility attributes collected from source loaded into Geospatial Database. Attributes captured where cut and paste into tables, linked, joined by Polygon UID and merged into a Geospatial database. Additionally, External dataset references against AIS, USACE Docks, NTAD Intermodal Freight Facilities Pipeline Terminals, and links direct to the data source. - Data Quality Assurance and Acceptance and Review - Monthly geospatial database builds were created for USDOT BTS Subject Matter Experts (SME) and NTAD Data Managers to validate against via ArcGIS Online Map Viewer (AGOL) and offline Attribute spreadsheet. Multiple rounds of SME and Data Manager reviews were conducted to capture requested changes to geospatial polygons, facilities inclusion, attribute validation.
