The\r\nresearchers constructed a comprehensive dataset based on annual\r\naggregated civil and criminal case volumes of individual federal\r\ndistrict courts spanning the period 1904-1998, for a total of 95\r\nyearly observations. Secondly, the study specified and estimated\r\nmultivariate econometric models of the determinants of civil case\r\nfilings over time and across geographic space using panel data\r\ntechniques. These empirical models were run on three alternative\r\ndatasets consisting of observations on statewide, districtwide, and\r\ncircuitwide United States civil, private civil, and total civil cases\r\nper capita, over the period 1960 to 1998. The empirical models\r\nincluded standard socioeconomic variables, such as income, population\r\ndensity, and race, along with variables that controlled for fixed\r\neffects associated with the courts' geographic location. The study\r\nalso addressed the pressing issue of allocating judgeships across\r\ncircuits and districts.
