The JRFC includes questions about the type of facility, such\r\nas detention center, training school, ranch, or group home. This\r\ninformation is complemented by a series of questions about other\r\nresidential services provided by the facility, such as independent\r\nliving, foster care, or other arrangements. The JRFC uses four modules\r\nto collect information on the health care, education, substance abuse\r\ntreatment, and mental health treatment provided to youth in these\r\nfacilities. These four modules are not always collected each\r\nyear. While not evaluating the effectiveness or quality of these\r\nservices, the JRFC gathers important information about the youth the\r\nservices are directed toward and how the services are provided. The\r\ncensus indicates the use of screenings or tests conducted to determine\r\ncounseling, education, health, or substance abuse needs, and also\r\nexamines prominent issues about conditions of confinement, including\r\nthe restraint of youth and improper absences from the\r\nfacility. Congress requires the Office of Juvenile Justice and\r\nDelinquency Prevention (OJJDP) to report annually on the number of\r\ndeaths of juveniles in custody; JRFC collects information on such\r\ndeaths for the one-year period just prior to the census reference\r\ndate. The census reference date is the fourth Wednesday in\r\nOctober. The inclusion criteria for facilities are: (1) the facility\r\nmust house persons under the age of 21, (2) who were charged with or\r\nadjudicated for an offense, and (3) were present in the facility on\r\nthe reference date because of that offense.
