Beginning two centuries ago, many wetlands were turned into farm fields or urban areas, yet wetlands play an important role in removing water pollution, regulating water storage and flows, and providing habitat for wildlife. Wetland restoration could help restore these benefits. Potentially restorable wetlands, as developed for this map, are lands currently in agriculture that naturally accumulate water due to topography and have historically had poorly or very poorly draining soils. This dataset was produced by the US EPA to support research and online mapping activities related to the EnviroAtlas. EnviroAtlas (https://www.epa.gov/enviroatlas) allows the user to interact with a web-based, easy-to-use, mapping application to view and analyze multiple ecosystem services for the contiguous United States. First, land cover was narrowed to crop and pasture lands. Second, a wetness index was used to identify areas more likely, due to topography, to be wet enough to support wetlands. Third, soil types were narrowed down to poorly and very poorly drained soils. These three layers were then combined and divided, as applicable, into four classes: high, moderate, low, and no evident potential. Agricultural lands with higher wetness potential and a higher percentage of poorly or very poorly draining soils were considered to have the highest wetland restoration potential. Agricultural lands with higher wetness potential and a present, but lower percentage of poorly or very poorly draining soils were considered to have moderate potential. Agricultural lands with a high percentage of poorly or very poorly draining soil, but a lower wetness value, were considered to have some/low potential. All other land had no evident potential. Of note, agricultural land cover was incorporated into this dataset. Another layer, Potential Wetland Areas (PWA), is also available in the EnviroAtlas without the land cover qualification to allow end users more flexibility in their analyses. Evaluated potentially suitable land cover (agricultural land) - The National Land Cover Database (NLCD) is a 30-meter gridded estimation of land cover, such as water bodies and developed land, across the U.S. based on satellite imagery. Restoration on agricultural land is typically less costly than equivalent restoration projects on developed lands and may also qualify for financial support through U.S. Department of Agriculture (USDA) programs, such as the Wetland Reserve Program (WRP). Evaluated potentially suitable soils (poorly and very poorly drained) - Two maps were combined to create a contiguous U.S. soils map - the Soil Survey Geographic dataset (SSURGO) and the Digital General Soil Map of the U.S. (or State Soil Geographic (STATSGO2)). Among the attributes in this data are variably-sized mapping units (polygons) and accompanying soil drainage types, expressed as a percentage of the whole. Soil drainage types range from excessively drained to very poorly drained. Two soil types, poorly and very poorly drained soils, are conservatively considered to be more amenable to wetland restoration. The SSURGO vector (polygon) data were converted into a 30 meter grid (raster). The poorly and very poorly drained grids were summarized (with Raster Calculator) for a total estimate of potential poorly or very poorly drained soils (PVP) value per mapping unit. A preliminary analysis of the PVP layer showed a strong bimodal distribution of PVP. This suggested that PVP generally either dominated the soil composition or was only a minor portion of the area.
