The USDOT National Highway Traffic Safety Administration (NHTSA) Offices layer was created by the Bureau and Transportation Statistics (BTS), then approved by a member of the NHTSA. BTS had several meetings and email exchanges with NHTSA personnel to help understand where the NHTSA offices and vehicle research and test center are located, following NHTSA’s websites https://www.nhtsa.gov/about-nhtsa and https://www.nhtsa.gov/research-data/vehicle-research-testing. After the address and location of NHTSA’s offices were agreed upon, BTS using Esri’s ArcPro 3.0.2, geocoded the office addresses using “ArcGIS World Geocoding Service” with the preferred location being the address location vs routing location. The result was a series of points in which they were in the center of the building footprint for example.
