This data asset includes three major sources of information: (1) records maintained by the Regional Office On-Scene Coordinators, principally at the EPAOSC.org web site, (2) all records of incidents managed at the EPA National Response Center (NRC) at EPA Headquarters in Washington, DC and (3) records of responses to oil spills under the Clean Water Act, for which EPA is the oil spill response lead for inland waters. Regional response information is available through EPAOSC.org, but may also be stored elsewhere if the incident is of national significance. EPAOSC.org is a resource for On-Scene Coordinators to access, track and share information with OSCs throughout the country, but it also contains information open to the public. Incident-related environmental sampling data is maintained by the regional offices in the SCRIBE system. NRC records have been maintained in the Emergency Response Notification System (ERNS). This information is available to the public through the Right to Know Network (RTKnet.ombwatch.org). Incidents reported to NRC range from minor to serious, from an oil-sheen on water to a release of thousands of gallons. NRC reports are extensive, but also known to be incomplete, as many incidents are never reported, and those that are reported generally are not subject to verification.
