It is also limited to how accurate the Tele Atlas municipal boundary data is as well; this dataset was used to "anchor" or "tie" the NDA polygons to the New England coastline. false With technical assistance from Federal Register Environmental Documents, MA CZM, and EPA Region 1 OEP staff, GIS staff created a point event theme of latitude/longitude data to outline the basic NDA boundaries. The majoirity of these points were from Federal Register applications. Based on guidance from these documents, boundaries were drawn from each specific latitude/longitude point to create NDA polygons. Numerous polygons were digitized at the smallest scale possible to ensure the most accurate NDA boundary. In addition, polygons were digitized and appended to the municipal dataset developed by Tele Atlas. This was to ensure that coastal NDA boundaries matched exactly to the New England coastline. Where necessary, polygons were either merged or dissolved into a single, contiguous NDA boundary.
