Abstract: This data layer is based on the model results of the 1999 National-Scale Assessment (N-SA), a part of the National Air Toxics Assessment (NATA), conducted by EPA's Office of Air Quality Planning & Standards (OAQPS). The assessment used computer models to estimate ambient air toxics concentrations and population exposures nationwide. Computer models were used since direct measurements of ambient air toxics concentrations are limited and direct personal exposure measurements are even more limited.
Purpose: These data were used to create the air toxics cancer/noncancer risk layer which are used in EPA Region 2 as an indicator for environmental burden analysis.
Supplemental Information: This layer was created from the census tract level exposure and risk assessment results of the 1999 National-Scale Assessment (NS-A) of air toxics conducted by EPA's Office of Air Quality Planning and Standards (OAQPS). This layer contains the cancer and non-cancer risk at the census tract level. The cancer risk is measured by the number of cancer cases per million people. The 100 in a million (or 1 in ten thousand) level of cancer risk for a maximally-exposed individual is the maximum risk regarded as acceptable in EPA's setting of emission standards under Clean Air Act Section 112. The value under the column name "N_MILLION" is the number of cancer cases per million people for each census tract. The hazard index (HI) is used to express aggregated noncancer risk.The hazard index is the sum of hazard quotients for substances that affect the same target organ or organ system. The hazard quotient (HQ) is used to express noncancer risk for individual pollutant. Hazard quotient is the ratio between the concentration to which a person is exposed and the Reference Concentration (RfC). Since detailed information on toxic mechanisms was not available for most of the substances in the assessment, EPA aggregated only the effects of different respiratory irritants. A value of HI < 1 is not expected to result in adverse noncancer health effects over a lifetime of exposure. A value of HI > 1 does not necessarily suggest a likelihood of adverse effects. Furthermore, the HI cannot be translated to a probability that adverse effects will occur, and is not likely to be proportional to risk. A respiratory HI greater than 1.0 can best be described as indicating that a potential may exist for adverse irritation to the respiratory system. While the value of HI cannot be translated to a probability that adverse effects will occur, it provides an idea of which areas in the region have a higher HI.
