Jobs for Veterans State Grants (JVSG) Quarterly Financial Updates - Technical Performance Analysis Report (TPAR)

Metadata Updated: February 13, 2024

The DOL Veterans' Employment and Training Service (VETS) administers funds for the multi-year Jobs for Veterans' State Grants (JVSG) to each State, the District of Columbia, Puerto Rico, the Virgin Islands and Guam on an annual basis on a fiscal year cycle. These forms are used to facilitate the identification of required programmatic and financial data provided by States requesting and expending funds and for monitoring the grants, making quarterly adjustments and reporting results to Congress. The use of program-specific standard formats helps to ensure that requested data can be provided in a uniform way, reporting burdens are minimized, the impact of collection requirements on respondents are properly assessed, collection instruments are clearly understood by respondents, and the information is easily consolidated for posting in accordance with statutory requirements.

The VETS-401, is an Excel workbook (.xlsx) file used to collect budgetary information from grantees from the Jobs of Veterans State Grants (JVSG) Program. Funding requests from state recipients must summarize how the formula allocated funding and any additional funding will be budgeted by object class category and by quarter.

The VETS-402 Expenditure Detail Report (EDR) is an Excel workbook (.xlsm) used to report quarterly and year to-date expenditure and staff utilization information for each funding source approved by the Grant Office. The detailed information required is used to monitor administrative costs, staff utilization, and planned spending compared to actual spending for the staffing grant. The portal for applications opens annually from 1/31 - 4/30.
