Final report for Wautoma Fire Emergency Stabilization (ES) Plan Hanford Reach NWR

This report has been prepared in accordance with provisions contained within Chapter 620 DM 3- Burned Area Emergency Stabilization and Rehabilitation, Presidential Proclamation 7319 of June 9, 2000 and the Hanford Reach National Monument Fire Management Plan. This reportprovides information on implemented burned area emergency stabilization and rehabilitation actions for all lands burned within the Wautoma Command Fire Area perimeter, lands administered by the U.S. Fish and Wildlife Service. Although this report does not include information on emergency stabilization and rehabilitation of lands burned in the adjacent Department of Energy (DOE) Hanford Site, these areas were similarly affected and stabilization and rehabilitation measures to reduce impacts from the fire to work/safety within the DOE Hanford Nuclear Reservation were conducted by DOE contractors.
This report summarizes the implementation and short term results from burned area stabilization and rehabilitation actions implemented by U.S. Fish and Wildlife Service on Service - managedlands.

The primary objectives of the Wautoma Command Fire Burned Area Emergency Response(BAER) Plans were:

• To prescribe cost effective post-fire stabilization meas ures necessary to protect human life, property, and critical cultural and natural resources. • To promptly stabilize and prevent further degradation to affected resources on lands within the fire perimeter and downstream impacted areas in accordance with approved land management plans and policies, and all relevant federal, state, and local laws and regulations. • To repair or improve lands unlikely to recover natw·ally from severe wildland fire damage by emulating historic or pre-fire ecosystem structure, function, diversity, and dynamics according to approved land management plans. • To restore or establish healthy, stable ecosystems, even if these ecosystems cannot fully emulate historic or pre-fire conditions as specified in approved land management plans. • To establish and maintain functionality in damaged riparian ecosystems. • To prevent establishment and/or reduce presence of non-native invasive plant species within the burned area.
