According to the Federal Department of Transportation, Disadvantaged Business Enterprises (DBE) are for-profit small business concerns where socially and economically disadvantaged individuals own at least a 51% interest and control management and daily business operations. To encourage participation in government contracting, these businesses can be eligible for contract set-asides and help organizations meet participation goals.To participate in these programs, a small business owned and controlled by socially and economically disadvantaged individuals must receive DBE certification from the relevant state– generally through the state Uniform Certification Program (UCP).The Pennsylvania Unified Certification Program (PA UCP) (dotsbe.pa.gov) is designed as "one-stop shopping" for firms seeking certification as a DBE or an Airport Concession Disadvantaged Business Enterprise (ACDBE). The PA UCP is established in accordance with 49 CFR Part 26 and 49 CFR Part 23 (More information can be found at www.ecfr.gov). Allegheny County is a certifying participant in the PA UCP. Firms wishing to be certified can do so at no cost through the M/W/DBE (Minority, Women, and Disadvantaged Business Enterprise) Department. This dataset contains all the firms currently certified by Allegheny County M/W/DBE. It does not necessarily include all certified businesses in Allegheny County.
