Alaska Peninsula/Becharof National Wildlife Refuge Complex: Cultural Resource Guide

The Alaska Peninsula/Becharof National Wildlife Refuge Complex includes the Ugashik and Chignik units of the Alaska Peninsula NWR, Becharof NWR and the Seal Cape area of the Alaska Maritime NWR. These units cover about 4.5 million acres of tundra, wetlands, fjords, volcanoes and rugged peaks. Three of Alasks largest lakes, Becharof, and Upper and Lower Ugashik, lie within the boundaries of the Complex. In addition to their abundant natural resources, the refuges preserve a rich historical legacy. Fossils from the Refuge date from the Late Cretaceous, that critical time when Dinosaurs became extinct. Much more recently the Peninsula is a crossroads where prehistoric cultures from the Aleutians, Kodiak, north Alaska and the Interior met and merged, creating unique local cultures and sending cultural impulses throughout the North American Arctic. The Peninsula was important in the early history of Alaska with Russian explorers and trappers active in the region. During the American period the northern part of the Refuge was the scene of some of the earliest scientific oil exploration efforts in the world. The region played an important role in the early development of Alaska's fishing industry. This is a guide to assist the refuge staff in meeting legal requirements to protect and manage the cultural resources of the refuge. It is intended to provide a ready reference to the Cultural Resource guidance provided by law and regulation, the Service Manual and the Cultural Resource Management Handbook. As a guide it outlines roles and responsibilities, summarizes legislation governing management of cultural resources, and contains appendices with additional information of potential use to the Manager. A short background section describes the current state of our knowledge of the prehistory and history of the region. Protecting cultural resources from damage during Service projects is the focus of the Section 106 portion of the guide. This section also contains information on Native allotments and Native historic and cemetery sites. The primary section is a list of projects identified by the refuge staff in consultation with a regional archaeologist. The list describes projects and estimates cost and personnel needed for completion. The aim is to systematize existing knowledge of the refuges cultural resources and identify a clear direction for additional work. This will enable the Refuge and Regional Office cultural resource staff to make the best use of scarce resources and get the most value for our efforts.
