DOEE Enforcement Dashboard

The DOEE Enforcement Dashboard is an interactive map that allows users to browse enforcement actions taken by DOEE. WHAT THE DASHBOARD INCLUDES  The Dashboard includes data about DOEE-issued Notices of Infractions (NOIs). NOIs are like tickets. They notify people or entities (respondents) that DOEE has determined that they have violated a District law or regulation (i.e., committed an infraction) and assess a fine.The Dashboard also contains data about the citation, the specific regulation associated with the infraction. A single NOI may have more than one citation, such as a citation for operating without a permit and a citation for failure to submit a report.The Dashboard homepage indicates the date range of the data displayed. The date range is based on the fiscal year, not the calendar year, of NOI issuance. The fiscal year is October 1 through September 30. For example, Fiscal Year 2016 would include NOIs issued between October 1, 2015, and September 30, 2016. WHAT THE DASHBOARD DOES NOT INCLUDE The Dashboard is not updated continuously. It contains data downloaded in October, shortly after the end of the fiscal year noted on the map. It is therefore a snapshot of the NOIS issued during the covered fiscal years as of the date of the download. The status of a particular NOI may have changed since the download. DOEE also occasionally identifies an error in the underlying data and makes a correctionThe Dashboard does not include all NOIs issued by DOEE.In some instances, an NOI was issued, but later canceled. For example. DOEE may cancel an NOI if the Department obtains information demonstrating that the respondent was not liable for the violation or if DOEE decides to fold the infraction into another enforcement action. The Dashboard does not include cases canceled before the date of the download.In some cases, DOEE issued NOIs for violations of District law that occurred outside of the District, such as paperwork violations by companies with headquarters in another state. In other instances, the infraction location may not correlate to a discrete address or landmark. These NOIs are in the dataset, but do not appear on the map.In addition, the Dashboard includes only NOIs; it does not include other types of DOEE enforcement. DOEE issues notices of violation and administrative orders and directives, revokes and modifies DOEE-issued permits and licenses, and refers major cases to the District’s Office of the Attorney General or the U.S. EPA for civil or criminal enforcement. These are not included in the dataset and are not shown on the map.For additional information about environmental enforcement in the District, see EPA’s Enforcement and Compliance History Online (ECHO), which contains information on facilities, inspections, violations, and environmental enforcement by state.
